Robert Trestman, M.D., Ph.D.
Robert Trestman, M.D., Ph.D.

Executive Director

Dr. Trestman is a professor of medicine and psychiatry at the University of Connecticut Health Center, and executive director of Correctional Managed Health Care, division the UConn Health Center (contracted with the Connecticut Department of Correction to provide all medical and mental health care to inmates in all of Connecticut’s jails, prisons, and halfway houses). Dr. Trestman received his Ph.D. in psychology and his M.D. from the University of Tennessee, and trained in psychiatry and neurobiology at the Mt. Sinai School of Medicine. He has been clinical vice chair of psychiatry at The Mount Sinai Medical Center in New York and at the University of Connecticut Health Center. Dr Trestman has studied the neurobiology and treatment of people with severe mood and personality disorders, and currently conducts translational research on correctional mental health. He has published over 90 articles and book chapters, consults to the National Institute of Mental Health, the Substance Abuse and Mental Health Services Administration, several branches of the U.S. Department of Justice, and is a councilor of the American Academy of Psychiatry and the Law.

Mark Buchanan, M.D.
Mark Buchanan, M.D.

Director of Medical Services

Dr. Buchanan is the director of medical services for CMHC, with responsiblity for CMHC physicians, nurse practitioners, and physician assistants who provide primary care, podiatry, optometry, infectious disease, and ob-gyn services within DOC facilities. Dr. Buchanan also oversees the dental program in conjunction with Dr. Al Toro, CMHC’s dental coordinator. In addition, Dr. Buchanan manages inmate access to specialty care at John Dempsey Hospital. He chairs committees for utilization review and for pharmacy and therapeutics (excluding mental health.) Dr. Buchanan also serves on the faculty of the University of Connecticut School of Medicine, teaching clinical care to second year medical students. He holds degrees from Harvard College and the Tufts University School of Medicine, and is board-certified in internal medicine. Dr. Buchanan’s career prior to joining CMHC in 2002 included medical practice in private and HMO settings, consulting, health insurance administration, physician practice management, and internet-based health programs.

Robert Berger, M.D.
Robert Berger, M.D.

Statewide Director of Mental Health and Psychiatric Services

Dr. Berger joined Correctional Managed Health Care April 2007 as director of psychiatry. In that capacity, he provides supervision to CMHC psychiatrists and mental health A.P.R.N.s and oversees statewide psychiatric services. Dr. Berger received his training in psychiatry and forensic psychiatry at New York University Medical Center and Bellevue Hospital where he later served as director of forensic psychiatry, co-director of the psychiatry and law fellowship training program, and director of the assisted outpatient treatment programs for New York County and Rikers Island. He has published in the area of the interface of psychiatry and the law and has served as psychiatric consultant to the Office of the District Attorney in multiple counties, the Office of United States Attorney, the United States Secret Service, the Legal Aid Society, Federal Defender Services, and other agencies. Dr. Berger is board certified in psychiatry and forensic psychiatry and is clinical professor of psychiatry at New York University School of Medicine as well as the forensic psychiatry section chief of the Mental Illness Prevention Center also at New York University School of Medicine.

Deborah Shelton, Ph.D., R.N., N.E.-B.C., C.C.H.P, F.A.A.N
Deborah Shelton, Ph.D., R.N., B.C.

Director for Research and Evaluation

Dr. Shelton, is the director for research and evaluation for Correctional Managed Health Care. Dr. Shelton is also an associate professor in the School of Nursing and at the Division of Medicine in the Division of Public Health and Health Policy at the University of Connecticut. She received her Ph.D. from The University of Virginia, did post-doctoral work with the National State Mental Health Program Directors, and at the John Hopkins University School of Public Health. Her area of study, children’s mental health services research, focuses on the mental health services and systems of care for children and adolescents addressing the health disparities of minority young offender populations. With expertise in advanced practice psychiatric nursing, Dr. Shelton has also been actively involved in correctional nursing research examining roles and competencies. She has published over 60 journal articles and book chapters and been invited to consult in the U.S. and internationally in this field.

Gail Johnson, M.B.A.
Gail Johnson, M.B.A.

Director of Administrative Services

Ms. Johnson is the director of administrative services for Correctional Managed Health Care. She is responsible for all administrative functions, including fiscal management, information technology and coordination of human resources and other integrated functions with the University of Connecticut Health Center. Prior to joining the UConn Health Center in October 2006, Ms. Johnson worked as the Director of Human Resources for the Hartford Board of Education. Prior to her tenure with the Hartford Public Schools Ms. Johnson held a range of senior management positions with Aetna, in Corporate Planning, as head of the Defined Benefits Business Unit and as vice president of customer service for financial services. Ms. Johnson holds a Bachelor of Science degree and a Masters degree in Business from the University of Connecticut. She has served on the board of the Hartford Community Mental Health Center and just completed her six year term as a board member of the YWCA. She currently serves as a member of the Finance Committee of the Metro Hartford Alliance.

Connie Weiskopf, Ph.D., A.P.R.N.
Connie Weiskopf, Ph.D., A.P.R.N.

Director of Nursing and Patient Care Services

Dr. Weiskopf joined the UConn Health Center in 1979 as a member of the psychiatric consultation liaison team. In 1985, she became the director of psychiatric nursing, and from 1988-1999 served as the division Director for medical-surgical and psychiatric nursing. In that role she worked closely with the Connecticut DOC to develop the John Dempsey Hospital Medical-Surgical prison unit. In 2000, she joined Correctional Managed Health Care and is now director of nursing and patient care services where she is responsible for selected operations, nursing clinical practice for over 400 nurses who deliver care to DOC inmates in prisons and jails throughout the state, coordinates the development of policies/procedures, and national accreditations. Dr. Weiskopf earned a Bachelor of Nursing Science from Villanova University, a Master’s Degree in psychiatric nursing from the University of Maryland, and earned a Ph.D. in nursing from the University of Connecticut. She holds the appointment of clinical associate III, the University of Connecticut School of Nursing, is a certified correctional health care professional, nationally certified as a clinical nurse specialist in adult psychiatric and mental health and was past president of the International Association of Forensic Nurses, Connecticut chapter. Dr. Weiskopf has a special interest in creating caring environments in health care delivery, and has published on correctional nursing, psychosocial implications in critical care, and issues related to liaison psychiatry.

Mary Ellen Castro, M.S.N., A.P.R.N.
Mary Ellen Castro, A.P.R.N.

Assistant Director of Nursing and Patient Care Services

Ms. Castro joined Correctional Managed Health Care as medical program manager in 2004 with experience in primary, chronic, and acute health care after a career in retail management. In 2007, she accepted the responsibility of assistant director of nursing and patient care services to assist the director in overseeing nursing practice and health care operations of multiple correctional facilities. Ms. Castro earned an Associate Degree in nursing from Mattatuck Community College, baccalaureate and master’s degrees in nursing from Western Connecticut State University, a post master's gerontological nurse practitioner certificate from Yale School of Nursing, and a post master’s adult nurse practitioner certificate from Western Connecticut State University. She is currently enrolled in the Doctor of Nursing Practice program at University of Connecticut. Ms. Castro holds national certification as an adult health clinical nurse specialist, gerontological nurse practitioner, and adult nurse practitioner.

Kathy Coleman, R.N., M.S.
Kathy Coleman, R.N., M.S.

Director of Adolescent Services

Ms. Coleman has been an employee of the University of Connecticut Health Center since 1989, and has been affiliated with Correctional Managed Health Care since 1999. She is an R.N. with a master’s degree in health care administration from the Hartford Graduate Center who has considerable clinical, administrative, training, and quality improvement experience in health care, juvenile justice and correctional settings, with both child, adolescent and adult populations. She has been involved in various initiatives with CMHC including mental health, training, quality improvement, health records and most recently adolescent services. She has functioned as the lead CMHC contractor for the court support services division health services quality improvement contract for the juvenile detention system since July of 2000. She is a certified correctional health care professional.

Michael Nicholson, R.N., M.B.A.
Michael Nicholson, R.N., M.B.A.

Director of Education and Training

Mr. Nicholson is the director of education and training at CMHC, which he joined in 2006. He was appointed director in 2007.

His diverse experiences include consultative risk management, active duty and reserve U.S. Air Force officership, flight nursing and flight clinical coordination, critical care and emergency nursing experiences.

He earned his master’s degree in Business Administration from Rensselaer Polytechnic Institute and his bachelor’s degree in nursing from the University of Hartford. Certifications include American Heart Association faculty appointment, State of Connecticut train-the-trainer certification, U.S. Air Force trainer and certifier certification, American Heart Association core instructor certification, basic life support instructorship and advanced cardiac life support certification.
